Transport laws and regulations

Every good you purchase or ship must be transported. For dangerous goods, any type of transport (by road or air) is subject to strict regulations. Ask your occupational health and safety advisor (arboadviseur) for advice. The following applies to the transport of dangerous substances by road in the Netherlands: 

  • the Transport of Dangerous Substances Act (WVGS) 
  • the Transport of Dangerous Substances Decree (BVGS) 
  • the Regulation on the Transport of Dangerous Goods  by Road (VLG) 
  • the European agreement, the ADR (Accord Européen relatif au transport international des marchandises Dangereuses par Route) 

The ADR decribes the conditions for the safe transport of dangerous (including hazardous) substances on the (public) road for people and the environment. 

The ADR includes requirements for: 

  • Criteria for the classification of hazardous substances 
  • The transport conditions  
  • Requirements for packaging 
  • Procedures for shipping, including labeling and documentation 

You will encounter this when transporting dangerous substances from a central receiving point or warehouse over public roads to other locations. If you ship dangerous (waste) substances, such as blood and contaminated waste, you are responsible as the sender and must comply with the ADR. Your responsibility only ends when the recipient has accepted the shipment without issues.
